Earl Horton President

Mr. Horton began his business career at Lumberman’s Underwriting Alliance in Kansas City, Missouri. In 1985 he became an owner in an Independent Insurance Agency and over the past 24 years grew that business from 3 employees to 220, becoming the 2nd largest privately owned agency in the State of Florida. Past President of the Children’s Museum in 1993 and was Chairman of the Development Committee raising $21,000,000 for the new Museum building in 2010. Current Board of Trustees member with DACCO since 2013.

Carole Matyas 1st Vice President

Carole Matyas is the Vice President of WellCare’s Behavioral Health Operations. She oversees enterprise-wide behavioral health activities and a key focus for Carole is to assure that WellCare develops a fully integrated medical/behavioral program that is centered in whole person and attention care. Carole has more than 30 years’ experience of behavioral health-related experience. She joined Wellcare in 2011 and previously worked for Magellan Health Services. Current Board of Trustees position with DACCO since 2013.

Rob Williams Secretary

Mr. Williams is a Senior Partner of Burr & Forman’s Litigation Group with over 40 years of experience in all areas of trial practice, including jury and non-jury trials, arbitrations and mediations. Specializing in complex business, health care, and securities litigation, he has successfully tried numerous jury trials. Former Chairman of the Board of Trustees of the Hillsborough County Hospital (Tampa General Hospital) and Former president of DACCO Board of Trustees. Current Board Of Trustees member with DACCO since 1999.

Jennifer Durham Treasurer

Jennifer Durham is the Senior Vice President and Chief Development Officer of Checkers Drive-In Restaurants, Inc., responsible for recruiting new franchisees and leading the growth and development of Checkers and Rally’s restaurants nationwide. A certified Public Accountant and member of the American Institute of Certified Public Accountants, Women’s Foodservice Forum and Leadership Tampa Bay. Current Board of Trustees member with DACCO since 2010.

Hiram Hampton Past President

A native Floridian with over 40 years of experience in the commercial insurance field serving in leadership positions for regional brokerages in Central Florida. Currently semi-retired serving as Business Development Advisor for Lykes Insurance, Inc. Has served on boards for Tampa General Hospital Foundation, Children’s Cancer Center, University of Tampa Board of Counselors, Tampa yacht and Country Club, University Club, First Florida Bank and Barnett Bank of Tampa. Board position with DACCO since 2008.

Bill Gieseking Past President

Bill currently serves as Director of Marketing and one of Pepin Distributing Company’s Board of Directors. He oversees sports marketing, media buying, digital social media assets, public relations, company spokesperson, community sponsorships, special events budget management as well as sales and marketing plans. Mr. Gieseking also directs the company’s efforts to promote the responsible use of its products and fight against alcohol abuse. Received the Esse Quam Videri Outstanding Alumni Award for the University of Tampa. Current Board of Trustees position with DACCO since 2007.

Major Paul Adee Member

Major Adee began his law enforcement career in 1988 after his honorable discharge from the Navy after 4 years. Living in Tampa, since 1990 with his wife of 29 years, Major Adee has been working in law enforcement with the Hillsborough County Sheriff’s Office for the past 25 years, currently holding the rank of Major. Current Board of Trustees member with DACCO since 2016.

David Donaldson Member

Tampa native, and graduate of the University of Florida, has 30 years of banking and financial experience. He is the Branch Manager and Senior Loan Originator for VanDyk Mortgage. Current board of Trustees with position with DACCO since 2003.

Sulaman Hemani Member

Mr. Hemani is the Vice President of BankUnited since 2015. Prior served as the Vice President Branch Manager of PNC Bank. He serves as the Chairman of the Dean’s Advisory Board for the College of Nursing at the University of South Florida. His service to the community includes supporting the AGA Khan Foundation and the Leukemia & Lymphoma Society. Current Board of Trustees member with DACCO since 2013.

Holly Hills Member

Holly Hills, Ph.D., is an Associate Professor and Chair of the Department of Mental Health Law and Policy at the Louis de la Parte Florida Mental Health Institute, in the College of Behavioral and Community Services at USF. In addition to her teaching and research duties at USF, she does training and consulting with service providers and systems focused on improving care for persons with serious mental illness and addictive disorders. Dr. Hills is a licensed clinical psychologist having received her Ph.D. in clinical and health psychology from the University of Florida. Past President of DACCO, current Board of Trustees member since 2004.

Frank Losat Member

Major Frank Losat began his career in Law enforcement in 1990, serving as a state trooper with the Florida Highway Patrol before joining the Hillsborough County Sherriff’s Office in 1994. His positions included street crimes, narcotics and criminal Investigations. Also in supervisory roles in the homicide section, patrol district street crimes and investigations and in the Special Investigations Division where he oversaw narcotic investigations and the crime analysis unit. Current Board of Trustees member with DACCO since 2015.

Terry McFatter Member

Terry McFatter is the Market Director and Senior Vice President, Commercial Banker for the Westshore Office of The Bank of Tampa. Terry represents the bank in the Westshore market and identifies opportunities to develop new commercial business with companies in the Tampa Bay area. Terry has been with the bank for almost nine years with a total of 28 years of banking experience in the Tampa Bay area. Current board of Trustees position with DACCO since 2012.

Tamie Rattray Member

Tammie is an experienced labor and employment lawyer with a broad scope of practice that includes both litigation and traditional labor law with Ford Harrison Law Group. Florida Bar certified in Labor and Employment Law, Tammie is a member of Ford Harrison’s Healthcare Practice Group and serves on the Labor Lawyers Advisory Committee for the Council for a Union-Free Environment. Current Board of Trustee member with DACCO since 2016.

Charles Sansone Member

Chuck is a graduate of Northwestern University and the University of Miami School of law. He enjoyed actively practicing law in a trial practice for over 35 years. Although still a licensed attorney he has left the active legal practice to pursue other options. Among these include management of personal investments and service on various school and non-profit Boards, such as DACCO. Current Board of Trustees member since 2009.

Donna Marino Turner Member

President of bCause Healthcare Consulting Services, Donna is a healthcare executive with substantive healthcare expertise and an extensive track record of analyzing, resolving complex issues, interpreting and articulating policies, and motivating teams to embrace them. In-depth knowledge of state and federal regulations, standards and reporting requirements. Extensive experience working with Physicians, providers and ancillary healthcare professionals in transitioning current and ongoing changes focused on increasing efficiency and better outcomes for the continuum of care. Over 20 years of community involvement and leadership in Tampa, Houston and Miami. Current Board of Trustees member with DACCO since 2014.

Victor H. Veschio Member

Tampa native, Victor H. Veschio, is litigation counsel in the Creditors’ Rights section of the Gibbons Neuman Law Firm. In addition, an Adjunct Professor and the Clinic Director of the WMU-Thomas M. Cooley Law School Debt Relief Clinic where he lectures on bankruptcy and consumer litigation issues. Mr. Veschio previously served as the President of The Centre Board of Directors and honored with the HAVEaHEART pro bono award for his commitment and dedication to the Hillsborough Association of Women Lawyer’s Domestic Violence Courthouse Project. Current board of Trustees position with DACCO since 2013.

Andrea White Member

Andrea is the Senior Manager State Government Affairs for Charter Communications, and was former Senior Manager, Public Relations for Brighthouse Networks. Current President of the Ybor Chamber of Commerce, Andrea is a current Board of Trustees member with DACCO since 1999.

Executive Team

Mary Lynn Ulrey Chief Executive Officer

Since, 2001, Mary Lynn Ulrey, a Tampa native and Psychiatric mental health Nurse Practitioner (ARNP), has served as Chief Executive Officer of DACCO Behavioral health, the largest substance abuse provider in Hillsborough County. She is a past Board member of the Central Florida Behavioral Health network for 16 years. In addition, she is the past multi-year chair the Hillsborough Regional Council of eighteen mental health and substance abuse providers, the safety network of care. Mary Lynn Ulrey has served on the Florida Alcohol and Substance Abuse Association’s Executive Committee for fourteen years. As a psychiatric Advanced Registered Nurse Practitioner, she is passionate about improving the behavioral health of the Bay Area through access to the quality services that are provided.

Marcus Brooks Johnson Chief Financial Officer

Marcus became Chief Financial Officer for DACCO in September of 2014. Prior to becoming CFO, he has served the community for 15 years leadership roles for social services and education sectors. In this capacity, he has led efforts in achieving the efficiency and effectiveness necessary for attaining goals and furthering missions. A native of Tennessee, he has a MBS from Palm Beach Atlantic University and has completed the Advanced Leadership Program at the University of Michigan Ross School of Business. He was awarded….

Jerry Peña V.P. Human Resources & Food Services

Bachelor’s degree in Business Management and currently holds national certification in Human Resources through both the Society for Human Resource Management (SHRM-CP) and the Human Resources Certification Institute (PHR). Has over 24 years of experience at DACCO and is responsible for all aspects of Human Resources and Training.

Sherri Kincade Chief Clinical Officer

Sherri Kincade holds a Master of Science in Mental Health Counseling and is a Licensed Mental Health Counselor. She has 30 years of experience in the behavioral health field with 13 years at DACCO. She is responsible for operational oversight of all DACCO programs including prevention, clinical and treatment services.

Deanna Obregon Chief Administrative Officer

Deanna holds a Master of Health Administration and is a licensed Healthcare Risk Manager and Certified Professional in Healthcare Quality. She has 20 years’ experience as a healthcare executive. She is responsible for information management, quality improvement, risk management, contracts, corporate compliance, health information management, clinical laboratory services, accreditation, and relationship with primary care services.
